A Study on the Status and Health of Government Relief Recipients and Disabled Veterans and Ex-Policemen in Korea

Abstract
|
|
|
Asurvey conducted during the period of January 1 to December 31, 1969 on the status of all the government relief recipients in Korea let to the following findings:
The total number of relief recipients was 147,609, which was broken down into 77.9 per cent for the bereaved families of fallen military personnel and policemen, 21.2 per cent for wounded veterans and ex-policemen, and 0.9 per cent for special recipients.
1) The number of relief recipients was broken down by area into 27.0 per cent in the Seoul Districk, 21.8 per cent in the Kwangju District, 19.1 per cent in the Taegu District, 18.1 per cent in the Pusan District, 11.7 per per cent in the Taejon District, and 2.3 per cent in the Cheju District. Taejon District, and 2.3 per cent in the Cheju District.
2) The average of relief recipients was 30.7 for the disabled during the April 19 Student Revolution. 33.3 for disabled veterans and ex-policemen, 38.9 for defectors form north Korea, 41.0 for disabed exmembers of the Korean-Students-in-Japan Volunteer Corps, 43.2 for disabled anti-communist prisoners of war, and 65.9 or the oldest age for distinguished patriots.
3) By occupation, 41.3 per cent of the relief recipients, comprising disabled veterans and ex-policemen, beraved families of fallen military personnel and policemen, and special relief recipients, was unemployed, 33.7 per cent engaged in agriculture, 7.8 per cent was employed by private companies, 7.6 per cent engaged in commerce, 4.8 per cent was employed by the Government, and 2.5 per cent performed manual labor.
4) As for the distribution of relief recipients by category, 88.3 per cent accounted for the Army, 4.7 per cent the police, 3.0 per cent for the Korean Service Corps, 0.7 per cent for the Navy, and 0.2 per cent for the Air Force. In case of the bereaved families of fallen military personnel and policemen, the total of 114,971 fallen persons was broken down into 82.8 per cent for those fallen policemen, 4.6 per cent for fallen members of patriots´ organizations, 3.0 per cent for fallen members of the Korean Service Corps, and 1.5 per cent for fallen Marines.
5) The payment ratio of annuity to the first class disabled veterans and ex-policmen was 91.92 per cent, that to the second class recipients 97.59 per cent, and that to the third class recipients 98.74 per cent, thereby averaging 98.26 per cent. The payment ratio of annuity to the bereaved families, each with one member fallen as military man or policeman, was 99.63 per cent; that to the bereaved families with two fallen mambers 99.72 per cent; and that to those with three fallen members 6.98 per cent.
6) The average monthly number of in-patients among the relief recipients was 17, and the average monthly number of new admission 127 the average monthly number of hospitalized patients was broken down into 140 disabled veterans and ex-policemen. 3.1 the disabled during the April 19 Student Revolution. 1.4 disabled anti-communist prioners or war, and 0.8 outstanding patriots.
7) Based on the above results of survey, a government policy is recommended for a better life of the relief recipients.
